LGU accountants hold conference in Lingayen

LINGAYEN–Governor Amado T. Espino, Jr. welcomed the officers of the Philippine Association of Local Government Accountants, (PHALGA) Inc., and about 500 participants to the 8th Northern Luzon Geographical Conference held March 12-14 at the Sison Auditorium here.

The governor, who welcomed the hosting as another feather on the cap of the province, said the conference theme “Sound Fiscal Management towards Reforms in Local Governance” clearly manifests the group’s recognition and understanding to the need of the times.

“We can rightfully say that local government accounting — if executed with conscientious loyalty to truth — is an eloquent language of excellence and good governance,” Espino said, citing that “this had been a concrete proof of how the province achieved greater results in local governance over a much shorter period.”

He cited that as a result of sound fiscal management, the province was able to improve healthcare and hospital services and other development concerns and advocacies, the salary of provincial government employees also increased six times since he first assumed office in 2007 and the Provincial Accounting Office was awarded as “Country’s Most Outstanding Accounting Office” last year for its performance in 2012.

Overwhelmed with the number of participants, Atty. Louie Rastica, PHALGA President, thanked the provincial government for hosting the event again.

The three-day conference organized by PHALGA included technical sessions on best practices on local governance; stress management; RA 9184 salient features (for barangays); Commission On Audit updates on illegal, irregular, unnecessary, unconscionable, excessive and extravagant expenditures; public accountability, among others.

Provincial Planning and Development Officer Benita Pizarro presented some best practices of the provincial government on health management, agricultural production, tourism investment and promotions, poverty alleviation, employment services and socio-cultural and environmental development — all which are parallel to the development thrusts and vision and mission of the provincial government.

These best practices, Pizzaro said, have earned the province several regional and national awards in various areas of local governance.
