The competition is in line with the cultural enrichment program of the National Commission on Culture and the Arts (NCAA) and is intended to promote, review, reinvent and strengthen the Filipino culture with the active participation of the youth.
Dr. Zenaida Sinlao, commissioner on arts and culture of the Dagupan government, said the city is glad to host the festival which will encourage the youth to further hone their skills in various performing arts.–LVM
