Dagupan’s first MRCF now on test run

THE first Material Recovery and Composting Facility (MRCF) in Dagupan located near the dumpsite in Barangay Bonuan Boquig is now on test-run, according to Mayor Belen T. Fernandez.

Dedicated to process and reduce waste to be put into the  dumpsite, the MRCF was first tested last February 6 with the assistance of Frederick Maala of the Lacto Asia Pacific Corporation.

The facility is composed of a shredder and two composting drums, which can load around 1.5 tons of shredded waste.

The composting drums will undergo a three -day testing within the week.

“The facility will start composting all the wastes of Tondaligan Park estimated at around 12 to 14 trucks per week,” said Professor Nicanor  Melecio, the city’s consultant for good governance and environmental governance.

Melecio added that the machines were acquired at a cost of about P955,000 while the building that houses the machine, currently under construction, costs  about P1 million.

“All in all, we are going to spend about P2 million to put this facility in motion. If the MRCF passes the testing stage, it will serve as a demo center in the future on how to establish and operate MRF for the 31 barangays of the city,” said Melecio.

Melecio said given the size of the Tondaligan dumpsite at 72 hectares and with its own set of administration staff and residents (stall owners and visitors) who are generating wastes, the area is considered as a barangay and therefore needs to have its own MRF.

“Technically, the area is the biggest barangay. Therefore, it is necessary to operate its own MRF under the principle of ‘waste generator must resolve their own wastes within their own territory,” he explained.

Tondaligan Park Manager Engineer Manuel Clores has been appointed overseer of the MRF and its operation and will be reporting directly to the city mayor.

Fernandez, meanwhile, in her meeting with Maala said she is hopeful that the city will be able to produce fertilizers for vegetables out of the composted waste from the MRF which can be used in her program ‘Gulayan sa Paaralan’ and ‘Gulayan sa Barangay.’  (with report from CIO)
