Performance-based promotion to be adopted in Dagupan

DAGUPAN City is adopting the new performance evaluation system called Strategic Performance Management System (SPMS) wherein employees will get credit and earn promotions based on their service delivery.

“I urge my dear fellow government workers to work efficiently, be transparent and follow the advocacy of our government,” said Mayor Belen Fernandez during the two-day seminar and workshop conducted by the Civil Service Commission Region 1 on SPMS.

Among the major reforms that the mayor wants to implement under her Balon Dagupan (New Dagupan) administration is the promotion and hiring of city hall employees based on their qualifications and performance and not because of political affiliation.

Fernandez said she wants all the employees to develop a culture of excellence and to have the right attitude towards work because non-performing employees, even if they are on permanent status, can now be removed from service.

Civil Service Region I Acting Director Nelson Sarmiento also emphasized that with the implementation of the SPMS, a permanent employee can now be removed from service if a poor and unsatisfactory rating is registered.

At the same time, the mayor announced that she will soon be conducting interviews for promotion and regularization.

“I’ve seen a lot of emergency workers who have the potential to become future regular employees and also permanent employees as candidates for promotion,” Fernandez said.  (CIO)
