Capitol gives incentives to early taxpayers

LINGAYEN—A 20 percent discount will be given as incentive to taxpayers in the province who will pay their basic real property and additional special education fund (SEF) taxes on or before March 31 this year.

Those who pay in quarters, a 10 percent discount will also be granted for payments based on a fixed schedule:  made on or before March 31, June 30, September 30 and December 31 for the for the four quarter schedule.

The discounts, which will take effect for the first time this year in Pangasinan, is by virtue of Provincial Ordinance No. 166-2012 authored by ex-board members Jeremy Agerico Rosario and Von Mark Mendoza.

The ordinance was promulgated in response to taxpayers’ appeals led by the Philippine Association of Municipal Assessors (PAMAS) for a discount as an incentive for advanced payment of real property taxes.

The appeals came after the approval of Provincial Ordinance No. 151-2011 that increased the real property taxes in the province effective 2013 as a result of the General Revision of Real Property Assessment and Classification.

Provincial Assessor Nestor Quiambao said the discount is a “distinctive offering” of the province.

He said there is nothing in the local government code that prohibits the granting of discounts or incentives to taxpayers.–Johanne R. Macob
