2013, fruitful year for Espino administration
LINGAYEN–The administration of Gov. Amado Espino Jr., notwithstanding the serious political challenges he faced in the May elections, considers 2013 one of the most fruitful years for the provincial government.
Numerous regional and national awards were conferred to the province and the poverty incidence rate in Pangasinan dropped to 17.0 percent as of 2012 from 26.5 percent in 2006, the year before Espino’s first term in office.
Another milestone in the history of the province was the launching last September of the Pangasinan Ortography primer entitled “Panuntunan na Ortograpiya ed Salitan Pangasinan 2012”, the first in the country that aimed to bolster the Mother Tongue-Based Multilingual Education (MTBME) and re-flourish native dialects in the country.
Last year, the province received 14 regional and 14 national awards in the areas of local governance, tourism, agricultural productivity, health care, sports development, coastal resource management, employment services and other areas encompassing the ten point development program of the Espino administration.
The governor said he is grateful for the accomplishments achieved during the past year as he vowed to continue to work harder for the rest of his third and last term that ends in 2016.
The national awards include the Outstanding Farmers of the Philippines (“Ilog Ko, Bilayen tan Aroen Ko” entry), 2013 National Quality Corn Achievers and Rice Achievers Awards, Gawad Pagkilala for fishery conservation, Most Outstanding LGU in the implementation of the Credit surety Fund, Most Outstanding Provincial PESO, Outstanding Accounting Office, Best Practices in Internal auditing, LGU Best Practice Award, 1st runner-up Best tourism Event for Balitok a Tawir, 2nd runner-up for The Pearl Awards Best Tourism Event for Agew na Pangasinan and Search for Best Tourism Practices and 3rd Best Dialysis Training Center in the country.
Pangasinan is also a recipient of numerous regional awards from various government and private award giving bodies.
Among these are Best Practices in farm and fishery productivity, Hall of Fame Awardee as Best Performing local government unit (LGU), Hall of Fame for Best MDG Project Implementer and Hall of Fame for Best LGU practice, Hall of Fame as Best Regional Development Agenda Project Implementer, Top PESO Regional Performer, Best Provincial Chief Executive and Best Performing PESO Manager, Overall champion-Region 1 Athletic Association, and 3rd place in the Batang Pinoy Luzon Leg from.
In June, young woodpushers from Pangasinan brought home pride and glory after they contributed 20 medals out of the more than 60 medals snared by the entire national team in the 14th ASEAN Age Group Chess Championships in Thailand.
Pangasinan students again went global as 21 Pangasinan math wizards who were members of the Philippine team bagged two international championship tilts (9th International Mathematics Contest in Singapore and Asian Mathematics Tilt in Hong Kong) last July and August.
In the last quarter, the provincial government received two special national awards championed by Pangasinenses in the Voice of the Philippines and Ms. Philippines on Signs.
In December, Pangasinan demonstrated the bayanihan spirit to the victims of Super Typhoon Yolanda in Dulag, Leyte by sending a team of more than 100 personnel to help in relief and rehabilitation works.
The provincial government earlier gave a financial assistance of P2 million each to the city of Tacloban and Leyte province.
Bohol Province also received a financial assistance of P2 million from Pangasinan after it was hit by a magnitude 7.2 earthquake in October.
In deference to the victims of the calamities, the provincial government and its provincial employees skipped the traditional celebration of Christmas party and the funds for the event were instead used to help the victims in the Visayas Region.
According to the governor, the act of sharing Pangasinan’s blessings to the calamity victims is one way of returning the favors bestowed to the province for the whole year round and a form of showing the province’s sympathy to the victims battered by the catastrophe.
