National Liga revokes Binmaley confirmation

BINMALEY–The national office of Liga ng  mga Barangay (League of Barangays)  revoked on December 17 the certificate of confirmation it earlier issued to the new chapter officers of the Liga ng mga Barangay of Binmaley, citing a complaint  of fraud, deception and irregularities that allegedly marred their election last Dec. 9.

In a three-page resolution signed by Ricojudge Janvier Echiverri, national president,  revoked was the certificate for the confirmation of Douglas de los Angeles, president; Gil Ferrer, vice president; Salvador Cerezo, auditor; and Jose Bautista, Leonardo Padilla, Joel Aquino, Lim Beltran, Eduardo Gregorio, Dennis Ruiz and Manuel Soriano, members of the board of directors.

De los Angeles, with the certiticate of confirmation, already reported to the Sangguniang Bayan (SB) where he is to sit as ex-officio councilor and was acknowledged by Vice Mayor Pedro Merrera Jr., council chair.

However, the vice mayor said that in view of the revocation, he will have to also withdraw his recognition of De los Angeles.

Arsenio Merrera, Liga chapter president, protested the election alleging that irregularities and fraud were committed as it was not called by him and due notice was not sent to all parties involved.

Merrera said this is contrary to the constitution and by-laws of the national organization and of the Department of Interior and Local Government (DILG) Memorandum Circular No. 139-20013.

The Liga chapter officials of Binmaley were supposedly elected in a general meeting and election presided over by Eduardo de Vera, barangay chairman of Pallas, held at the Binmaley Central Elementary School with 17 of the 33 barangay chairmen of Binmaley present.

Merrera, a lawyer and barangay chairman of Malindong, Binmaley, earlier called a general meeting on December 5 after due notice was given to all the 33 barangay chairmen in the town the day before, but only 14 chairmen attended, which was not enough for a quorum.

Four days later, 17 other barangay chairmen convened their own meeting and conducted an election among themselves without sending due notice to the 14 who attended the earlier meeting called by Merrera.

Furthermore, Mererra  claimed that the supposed election was held without the Board of Election Supervisor (BES).

Hence, no valid Certificate of Canvass and Proclamation was issued by BES and the certificate of canvass and proclamation presented to the National Liga was not signed and authenticated by the chairman and members of the BES.

The revocation was also based on the situational report of two DILG officers, Cyrus Rommel Evangelista and and Rolando Cabradilla who investigated the matter.

Merrera said as a result of the revocation, he remains as Liga president and ex-officio member of the SB until his successor shall have been validly elected and qualified.

He said he will call for a new election as soon as he receives an order from the national Liga after resolving all related issues.
