Mayor orders transfer of electric meter from MC Adore
MAYOR Belen Fernandez has finally asked the Dagupan Electric Corporation (Decorp) to transfer the electric meter under the name of the city government located at the premises of MC Adore to the Malimgas Market across Galvan Street.
In a letter dated November 25, 2013 to Dominador Liwag Jr., Decorp’s retail service manager, Fernandez said, “The undersigned respectfully requests your good office that the installed electric meter at the MC Adore Building in the name of the City Government be transferred to Malimgas Market.”
The electric meter is presently being utilized by the Citystate Savings Bank that began operating at the ground floor of MC Adore shortly after the AMB ALC Holdings & Management Corp. acquired ownership of the hotel property.
The bank has no agreement with the city hall over the use of the said electric meter.
Fernandez said the city wants its electric meter transferred for the opening of the baratillo so that shop owners at the trade fair can have sufficient lighting.
The electric meter was previously used by the police community precinct located at the ground floor of MC Adore that has since transferred to the second floor of Malimgas Market.
“We will wait for the action of Decorp,” said City Administrator Farah Decano shortly after reading the letter during an executive meeting with department heads presided by Fernandez on Monday.
Three days after the letter was handcarried to Decorp, both City Legal Officer George Mejia and City Engineer Virginia Rosario said Liwag simply referred the mayor’s letter to the company’s legal officer.
With the expected transfer of the meter, the bank will be compelled to secure its own but it will first have to secure a a building permit from the City Engineering Office and a business permit, a prerequisite of Decorp for applicants.
However, the City Engineering Office has put the application of Citystate on hold in view of a pending case before the sala of Regional Trial Judge Mervin Jovito Samadan questioning the resolution passed by the past Sangguniang Panlungsod authorizing then Mayor Benjamin Lim to negotiate the sale of the MC Adore property owned by Dagupan City.
Last month, the Citystate Bank filed a libel suit against Liwag and the the editor-publisher of The PUNCH including seven of its staff members for reporting that the mayor and Liwag said that the bank’s electric consumption is being charged to the city and that the city’s payments could have included the bill reflected in the meter tapped by the bank.
