Chan denies part in plot

LINGAYEN–“It could be a black propaganda, a public relations gimmick if not a moro-moro.”

This was the simple response of Police Provincial Director Senior Supt. Marlou Chan to the claim of 17-year old boy accusing him of having helped orchestrate a plan to link Gov. Amado Espino Jr. and First District Rep. Jesus Celeste to the slaying of Infanta Mayor Ruperto Martinez in December last year.

Chan told The PUNCH that he has not met nor talked to the supposed witness, Justin Aquino, who bolted from the coverage of the Witness Protection Program and in a press conference last Thursday said the plot to link Espino and Celeste to the crime was orchestrated by Atty. Leonido ‘Bodie” Pulido, former Alaminos Mayor Hernani Braganza and one Manuel Tolento from Alcala.

Aquino said Chan could have been involved given his seemingly keen interest in the case by being present in all the hearings conducted by the National Bureau of Investigation and the Department of Justice as well as seeing him allegedly in a meeting with Pulido, Braganza and Tolentino.

“It is not true”, said Chan.

Chan pointed out that he was not the officer-in-charge of the provincial police at the time of the crime.

He said it was then Supt. Mariano Verzosa, former OIC provincial director, who arrested the two suspects and filed the case against them.

“The subsequent filing of the case against the governor, the congressman and the boy’s father based on the boy’s declaration was filed by the National Biureau of Investigation and not by the police”, Chan pointed out.
