Unliquidated cash advances probe to be endorsed to COA
COUNCILOR Jose Netu Tamayo, chair of the ad hoc blue ribbon committee of the Sangguniang Panlungsod (SP) in Dagupan, is set to recommend to the city council that the investigation on the case of unliquidated cash advances by some councilors to the Commission on Audit (COA).
Tamayo is making the recommendation after City Auditor Virgilio Quinto and a COA lawyer failedto appear before the committee on November 11 this year to explain the rules on liquidation of cash advances.
Tamayo said the COA, a national agency independent from the local government, is the more appropriate body to investigate the matter instead of the SP as some of the council’s own members, particularly those belonging to the minority, are among those complained about who received cash advances from the city government over the last three years and have not fully liquidated the funds they received.
The unliquidated cash advances was among the nine issues raised in the open letter of The PUNCH editor-publisher Ermin Garcia Jr, in his column.
The SP members who received cash advances and appointed as chairs of the Dagupan City Fiesta and Bangus Festival and given “financial assistance” of at least P3 million each were then-Councilor and now Vice Mayor Brian Lim, Councilors Red Erfe-Mejia, Guillermo Vallejos and Alvin C.oquia.
