“Simple but meaningful” 2013 city fiesta planned

WITH NO P3-M SEED MONEY

THIS year’s fiesta in Dagupan, celebrated during the month of December, will highlight the importance to the city’s rivers and fisherfolks in honor of St. John the Evangelist, the city’s patron saint.

Mayor Belen T. Fernandez said the annual celebration will be simple but meaningful and stressed that the city government will not be spending anything for the event this year.

“As much as we want to help the committee, we are constrained by the advice of the Commission on Audit (COA) that the law does not permit a Local Government Unit to give financial aid for such celebration like in the case of the municipality of Binmaley,” Fernandez said.

The City Fiesta Committee is chaired this year by Atty. Liberato ‘Ope’ C. Reyna Jr., president of the Dagupan City Civil Society Non-Government Organization Federation.

For the past three years, the executive committees of the city fiesta under the administration of former Mayor Benjamin Lim, were granted a minimum of P3 million seed money.

The auditor noted that while granting of the seed money are deemed illegal, the problem is aggravated by the failure of the heads of the committees to fully liquidate the seed money given them. –with report from CIO
