PRC poseur arrested

URDANETA CITY–A man posing as an employee of the Professional Regulations Commission (PRC) was arrested in an entrapment operation conducted by the local police in the afternoon of November 13 in Poblacion here.

The entrapment of the suspect, identified as Ramon Mencias who was renting at Bizkeg Apartment in Calle Garcia, was set up based on the complaint of a civil engineering graduate who alleged that he was victim of extortion.

Mencias was arrested by the police after receiving the marked money of two P500 bills from the complainant, Ricky Biagtan, 25, from Mangaldan town.

The suspect, it turned out, has a standing warrant of arrest for the crime of estafa earlier issued by Regional Trial Court Judge Tita Villarin of Branch 46 in Urdaneta City.

Initial investigation revealed that Mencias, pretending to be a PRC employee, was collecting money from board examinees in exchange for an assurance that the examinees will pass the board examination.

The suspect is now detained at the Urdaneta City police jail while a case of swindling/estafa is being prepared against him.
