PNP lists 88 villages under tight watch

BARANGAY ELECTION

LINGAYEN—The Police Provincial Office (PPO) has placed 88 barangays in 29 towns and cities of Pangasinan in the watch list in the barangay elections on Oct. 28.

This was bared by Provincial Director P/Sr. Supt. Marlou Chan during a final coordination conference among the police, Armed Forces of the Philippines, Commission on Elections and Department of Education on Thursday in Lingayen.

Of the number, only one barangay in Mabini town was listed as an “area of grave concern.”

Eleven other barangays were listed as “areas of immediate concern” while 38 barangays were described as areas where intense political rivalry exists and 37 barangays under threat by communist terrorists.

Records show there has been only one incident in Pangasinan considered by the police as election related since the election period began Sept. 28 this year. It involved the shooting and wounding of an incumbent barangay captain in Umingan town.

Two other incidents that involved the shooting of a barangay councilman and the mauling incident of two persons in Dagupan by an incumbent city councilor are still being validated if they, too, are election related.

CARTOONnews 131027The city councilor involved in the mauling incident is now facing a case of physical injuries and grave threat filed by the police before the city prosecution office in Dagupan.

CANDIDATES

Records show there are 29,427 persons in Pangasinan running for punong barangay and kagawad in 1,346 barangays in Pangasinan in this election.

Of the number 3,280 are running for punong barangay and 26,147 for kagawad. Of those running for punong barangay 146 are unopposed.

Records of the Comelec provincial office showed there are 1,722,831 voters scattered in 44 towns and four cities in Pangasinan. All these would be voting in 1,191 polling centers.

RESPONSE TEAMS

To effectively respond to any emergency situation, the police has organized quick reactions teams composed of indigenous police forces in towns cities and augmentation forces from the 3rd company of the Regional Public Safety Battalion, police regional l headquarters numbering some 200 and 96 others from the Philippine Army.

The ratio of polling precinct to a policeman is one is to one and two is to one in case of bigger barangays.

Provincial Elections Supervisor Marino Salas said the situation in Pangasinan four days before the election has been ‘so far, so good” but warned that violence may still erupt because of the emotionally-charged atmosphere in the communities.
