Arrest Warrant out for broadcaster

THE Regional Trial Court (RTC) has ordered the issuance of a warrant of arrest against a broadcaster and the network that he works for in connection with the libel case filed by Atty. Gonzalo T. Duque, as president of the Lyceum Northwestern University (LNU).

RTC Judge A. Florentino Dumlao Jr. of Branch 42 in Dagupan City issued the order on September 12, 2012 against Edmund Salacup, alias “Bombo Bogs Toribio” and Bombo Radio Philippines in connection with Criminal Case No. 2013-0527-D for libel.

Bail bond recommended by the public prosecutor for each is P10,000.

The order of Dumlao states: “After personally evaluating the resolution of the prosecutor and its supporting evidence, the Court finds the Information filed in the above-entitled case by the Office of the Provincial Prosecutor of Ilocos Sur for Dagupan City, Pangasinan for libel to be sufficient in form and substance, and it appearing that a crime of Libel has been committed and that prima facie/ probable cause exists for the offense of Libel against the above-named accused, the same is hereby admitted.”

Salacup was accused of reading an unsigned and unverified supposed complaint, the contents of which were considered by LNU as damaging to the reputation not only of Duque and the university but also to its alumni, faculty members and students, many of whom joined in the complaint.

Duque and LNU also filed a similar case for libel against three other broadcasters and the radio station where the damaging letter was also read and commented on.
