PROUDLY PHILIPPINES—A proud fisherman on his motorized banca, one among 30 others, welcomes the BRP Ramon Alcaraz (PF-16), the country’s second Hamilton-class cutter, by holding up the Philippine flag when it passed him in the afternoon of August 3 in the waters off western Pangasinan en route to its final destination in Subic port, Zambales.
