Legit EWs assured of payment of wages

NO PROOF, NO PAY

EMERGENCY workers (EWs) in Dagupan City hired under the previous administration will finally get their unpaid wages for the month of June, but only if they have submitted the documents proving that they actually rendered service.

However, last week 481 EWs already received their unpaid wages.

The assurance was made known after the Sangguniang Panlungsod approved on first reading the two proposals of the office of Mayor Belen Fernandez, namely, to realign some P2 million in savings from personnel services for the first quarter of the year and to approve supplemental budget committing the amount to the wages of the EWs.

The approval was made during a special session of the SP on Thursday presided over by Acting Vice Mayor Maybelyn Fernandez. Conspicuously absent were all the councilors in the minority.

Acting Budget Officer Luz de Guzman said per the guideline set by the mayor, only EWs who actually rendered work and certified by department heads will be paid.

All those claiming their wages will also be required to submit their accomplishment report duly approved by department heads.

There were some 1,000 listed EWs and 99 technical consultants under the administration of former Mayor Benjamin Lim.

The administration of Fernandez recently discovered that some of those in the list were not actually in service but payments for them were regularly deposited in their submitted ATM accounts at the Land Bank of the Philippines.

Consequently, Fernandez ordered a stop to wage payments via ATM and EWs have been directed to personally collect and sign for their wages.

CURRENT EWs

Meanwhile, De Guzman said the city government is still studying where to source the funds need to cover the unpaid wages of the EWs and consultants appointed by the present administration since July.

There are currently some 200 EWs and 19 technical consultants contracted by the city government.

Meanwhile, De Guzman said a thorough review of the remaining funds of various departments, including the mayor’s office and from the non-office accounts is being conducted to determine how to pay for the unpaid wages and electricity charges.

The city has already settled its overdue electric bills with the Dagupan Electric Corporation worth P3.9 million ending June.
