BTE directs “bottom-up” planning in city
DAGUPAN Mayor Belen Fernandez has vowed to push for a “bottom-up” planning when she held a meeting with the City Development Council composed of the 31 barangay chairmen, members of non-government organizations (NGOs) and representatives of civil society in in the city.
Fernandez called on the 31 barangays to organize their respective Barangay Development Councils which will be tasked to identify and recommend projects for their communities.
The mayor said this grassroots-based planning will characterize her administration, in contrast to the previous administration’s top-to-bottom approach under former Mayor Benjamin Lim that resulted in endorsement of projects like the lying-in clinic and Tsunami Hill conceptualized by the executive without prior consultation with the people.
The lying-in clinic and the Tsunami Hill projects have been aborted.
“This time under my watch, the people are involved in the planning and every project that we will do must be consulted with them,” said Fernandez, expressing optimism that with the people and the city government planning together, more significant programs and projects will be undertaken.
