City scraps Tsunami Hill, Maternal Lying-in Clinic

THE Bids and Awards Committee (BAC) with a new set of members appointed by Dagupan Mayor Belen Fernandez has cancelled two major projects initiated by the past city administration under former Mayor Benjamin Lim, the Tsunami Hill in Barangay Pugaro and the Maternal Child Care and Lying-in Clinic on the lot occupied by Juan P. Guadiz Elementary School.

The BAC is also reviewing other projects of the Lim administration to determine which were legitimately processed and are worth continuing once funds become available.

City Planning and Development Coordinator Romeo Rosario, chairman of the new BAC, said the committee decided to scrap the two projects for lack of merit even if some P6 million was already spent for Phases 1 and 2 of the Tsunami Hill and P2.5 million was already paid to the contractor of the still unbuilt lying-in clinic

Other members of the committee are City Legal Officer George Mejia and City Administrator Farah Decano as co-vice chairman, City Budget Officer-designate Luz de Guzman, Josephine Corpuz, Melchor Guiang of the General Service Office (GSO) and Asst. City Assessor Virginia Deocares as members.

REVIEW

Rosario said the BAC already found one project completed without a public bidding by the past administration.

Completed is a building supposedly intended for a library inside the Dagupan Poolsite Compound but whose contractor is still unpaid.

On the other hand, Rosario said bidding was conducted for the three-storey school building adjacent to the City Engineering Office and the winning contractor was already paid 90 percent and the remaining balance consists of the P1 million bid deposit.

The BAC will not hold any bidding for projects until the city government has raised funds for specific projects.

As of the last quarter, the budget office reported that the Lim administration left only P8 million in the city coffer.
