City hall coop under probe for feeding program
PARENTS of children under a feeding program bankrolled by the Department of Social Welfare and Development (DSWD) and implemented by the City Social Welfare and Development Office (CSWDO) have complained to Acting Mayor Belen Fernandez that the food being served to the kids seemed spoiled.
Looking into the matter, Fernandez learned that the city-hall based Asenso cooperative, which is run by city employees, was the exclusive supplier for the P3-million feeding program.
Fernandez is now seeking clarification why the cooperative was allowed by the outgoing administration of Mayor Benjamin Lim to have full and sole authority to buy the food stuff as well as do the cooking for the malnourished children.
The DSWD provided P3 million for the project deposited with the Dagupan City treasury.
Fernandez also earlier learned that the CSWDO lied to her when it reported that the P3 million was already fully spent whereas half of it, or at least P1.5 million remains intact in the bank.
Fernandez suspects that an anomalous arrangement was made to give the city hall employees full and sole access to the funds.
At the same time, Fernandez stressed that she is not against the cooperative being involved in the project, but is merely questioning if Asenso is in a position to be the exclusive supplier of the DSWD feeding program.
