Verzosa camp files more cases vs. Nacar

DASOL—Following the filing of counter legal charges of physical harassment between the camps of re-electionist Mayor Noel Nacar and his rival Eric Verzosa, two more administrative cases have been filed against the mayor and this time with the 13 members of the town’s Liga ng mga Barangay.

One of the cases was submitted to the Commission on Elections (Comelec) Legal Department Office for violation of the Omnibus Election Code concerning the use of threats, intimidation and the other at the Office of the Ombudsman for grave misconduct.

The administrative cases of grave misconduct against Nacar and four of his men were filed with the Office of the Ombudsman last April 12.

The election case, filed April 17 before the office of Director Esmeralda Amora-Ladra of the Comelec Legal Department, involves the issuance by the Liga ng Barangay of Resolution No. 01-2013 dated April 2, 2013 requiring campaigners in motorcycles to obtain prior consent/permit of the punong barangay of the municipality where campaign activities are to be conducted.

Lawyer Benjamin de los Santos, counsel of the complainants, said the this resolution is considered “a mere after-thought” as it was passed a day after the violent incident of April 1, 2013 wherein five supporters of Verzosa riding in motorcycles were reportedly mauled by Nacar and four of his men.

“It is calculated to control the free movement and campaign exercise of the ‘campaigners on motorcycle’ of Team Papagkadwa (Unity) under Verzosa and constitutes coercion which is an election offense under the Omnibus Election Code,” De los Santos said.

Nacar was not available for comment as of presstime but in an earlier press conference, he claimed that Verzosa’s campaigners on motorcycles were causing fear and disturbance among residents.

These two cases are an offshoot of the earlier criminal charges for grave threats, physical injuries and malicious mischief filed with the Office of the Provincial Prosecutor of Pangasinan last April 8 against Nacar and Engr. Amado Balaoing, Reynaldo Balaoing, Romeo Verzosa and Jesus Reyes.

The complainants were five supporters of Verzosa, namely: Robert Canilang, Archie Nomus, Roger Valderama, Pedro Balatico and Robert Naranja.

On the same day, Nacar also filed a case at the Office of the Provincial Prosecutor against his accusers.–Eva Visperas
