Increased support for women’s welfare sought

IS the administration of Mayor Benjamin Lim not concerned about women?

This question was raised by Councilor Maybelyn Fernandez during a campaign rally in Sitio San Gabriel, Bonuan Gueset as she pointed out that Dagupan is now the only Local Government Unit (LGU) in Region 1 without a Gender Development (GAD) Plan.

A GAD plan, the re-electionist Fernandez explained, is a requirement for all government agencies, including LGUs, as provided for in the Magna Carta of Women approved by the 14th Congress and signed into law on August 14, 2008.

Due to the absence of a GAD Plan, Dagupan’s budget submission in the last two years were returned without approval by the Department of Budget and Management (DBM).

DBM also noted the lack of a Disaster Risk Reduction and Management Plan in those two budgets.

She pointed out that in 2012, the Lim administration only P2 million was allocated for GAD when by the law’s formula, the allocation should be P30.6 million.

Fernandez vowed during the campaign rally to the women of Barangay Bonuan Boquig that the city administration of Liberal Party mayoralty candidate Belen Fernandez will see to it that their sector will get the fair share of the city budget.

Sec. 33 of RA 9710 also provides for the special protection of women senior citizens.
