Mangaldan accountant, HR head dismissed
MANGALDAN—This town’s municipal accountant and the head of the Human Resources and Management Office have been dismissed from their posts after being found guilty of the administrative charges filed against them in relation to loans with a private lending company.
Municipal Mayor Bernardo Abalos announced last February 20 the dismissal of Accountant Evelyn Bernabe and Municipal Human Resources and Management Officer Helen Aquino for “Dishonesty, Grave Misconduct and Falsification of Public Documents”.
The investigating committee that handled the complaint, chaired by Fernando Cabrera together with Atty. Vicente Orap and Engr. Felipe Cera Jr., recommended the dismissal, the highest administrative penalty for government employees.
Bernabe and Aquino have also been rmeted administrative disabilities which is part of a dismissal penalty as provided in Section 58 (a) of the Uniform Rules On Administrative Cases in the Civil Service Commission Resolution No. 991936.
The two were charged in October 2012, under Administrative Case No. 2012-04-M, for the crimes of Serious Dishonesty, Grave Misconduct, Falsification of Official Documents, Soliciting or Accepting Directly or Indirectly Any Gift, Favor, Entertainment, Loan, or Anything of Monetary Value.
Bernabe and Aquino were charged for having “entered and participated in the execution of a Memorandum of Agreement for and in behalf of the Local Government Unit of Mangaldan, Pangasinan without the necessary authority from the Sangguniang Bayan of Mangaldan”, and for “the falsification of documents and fraudulent entries in the loan application form of Villasis Prime Lending Center (VPLC), Inc. in order to obtain substantial loan amount using their respective positions”.
Abalos added that the two were also found guilty of issuing fictitious documents to VPLC such as certifications of employments and certifications of monthly salary of several employees for them to avail of loans.
After announcing the dismissal, Abalos rallied the municipal employees in service to carry out their duties with utmost honor and respect.
“At akin pong tinatawagan ang lahat ng kasamahan ko dito sa Mangaldan na kaparehas kong nagbibigay serbisyo publiko na sana ay pag-ibayuhin pa natin ang paglilingkod-bayan. Ito ang pinili nating gawin sa ating buhan, pagbutihin natin ito para sa ating mga kababayan, para sa ating bayan at para sa ating Diyos na nagbibigay ng lahat sa atin,” the mayor said.- Johanne R.
