Tricycle operators decry absence of councilors

TRICYCLE drivers and operators who went to the Sangguniang Panlungsod (SP) regular session last Monday went home in frustration after the council failed to convene due to lack of quorum.

Only the presiding officer, Vice Mayor Belen Fernandez, and Councilor Jeslito Seen were present and answered the roll call conducted by SP Secretary Ryan Ravanzo.

The rest were nowhere to be found except for Councilors Maybelyn Fernandez and Luis Chito Samson who were both on official business and Councilor Guillermo Vallejos who was on sick leave.

Those who were absent were the majority members Councilors Brian Lim, Redford Erfe Mejia, Jesus Canto, Karlos Reyna, Librada Reyna, Alfie Fernandez, Alvin Coquia and Chester Gonzales.

The tricycle drivers and operators massed at the session hall starting at 2:00 p.m. hopeful to hear the approval by the SP of a resolution endorsing the issuance of their franchise to operate tricycles.

The resolution was to be proposed by the committee on public utilities headed by Councilor Karlos Reyna.

Other measures that were pending due to lack of quorum include budgets of different barangays, which if delayed may not be able to cover expenses for different accounts in their respective areas.

Vice Mayor Fernandez was also dismayed for the non-appearance of the councilors, especially by all members of the majority in the SP.

“That means they are not observing their house rules that they had written themselves,” she said, noting that these councilors are now attending sessions only when they want to pass measures that concern them.”

She said the councilors seem to have forgotten that “they have a duty to fulfill and that is to serve the people that put them to office.”
