Letter from Sen. Alan S. Cayetano

Dear brothers and sisters in Pangasinan –

The past week has been very stressful and difficult.

Stressful because I had to study the administrative operations of the Senate in order to better understand how it was possible for Senate President Juan Ponce Enrile not only to discriminate against minority members of the chamber but to dispose of public funds whimsically. Difficult because I had to deliver a privilege speech to strongly denounce the senate leadership and the irregularities that it allowed to be adopted with impunity.

Being in the minority, and as its leader, the chances of being publicly rebuffed and rebuked by the majority were real. Often, the minority is never taken seriously precisely because it doesn’t have the numbers to prove its point. Such is the predicament of the minority. (The totally unexpected ill response of SP Enrile citing my father’s supposed debt is one such cavalier attitude is just but one example).

However, being in the minority provides me the opportunity to bring to the attention of our people any form of irregularity or abuse in governance. On the other hand, we provide the validation of worthy projects of the government by expressing support for them.
