‘Pangasinan, soon home to healthiest Filipinos’- Espino

LINGAYEN—“One-fourth of the annual provincial budget is allocated to health as we are serious in our crusade in transforming the province as the home of the healthiest Filipinos.”

Governor Amado T. Espino, Jr. made the declaration during the awarding rites of the 2012 LGU Report Card and recognition of Outstanding Inter-Local Health Zones (ILHZ) and Local Government Units, December 12, at the Pangasinan Development and Training Center (PTDC) here.

During the event, the governor urged all provincial health practitioners to help his administration realize its goal of making Pangasinan tuberculosis (TB)-free by the year 2015 as a major part of the province’s crusade.

“Our thrust on health concerns is among our top priorities, thus the necessity of such a substantial budgetary allocation,” the governor pointed out.

The governor noted that Pangasinan is the only province in the country that allocates a big budget for health care.

The provincial chief executive added that his administration’s focus on health reform has paid off with numerous awards and citations that Pangasinan received over the past five years.

The LGU report card as presented by PHO Chief Dr. Anna Ma. Teresa S. de Guzman is the tool launched by the national government to track progress of health reform implementation at the local level.

De Guzman said there are various LGU score card indicators that include the following: annual parasite incidence, tuberculosis control, number of fully immunized child, initiated breastfeeding, prevalence of underweight, facility-based data, contraceptive prevalence rate, household access to safe water,percentage of municipal budget allocation for health, percentage of MOOE to total local health budget, population ratio, accreditation of facilities to outpatient package to PhilHealth, rural health practitioner to population ratio, and midwife to population ratio.

LGU AWARDEES

Bagging most of the awards is the LGU of Burgos, which won four including Garantisadong Pambata Championship, Outstanding LGU in Nutrition, Most Outstanding LGU in Child Health Program Implementation, and Local Government Performer.

The other awardees are: Most Outstanding Barangay Nutrition Scholars-Lourdes R. Ginez (Burgos); Lourdes G. Frias (Basista); Fely O. Andres (Pozzorubio); Nelly Larana ( Bolinao); Nazarena Tibar (Mangatarem).

Joining the town of Burgos as Garantisadong Pambata Champions are: Basista (2nd place), and Pozorrubio (3rd place) while the Outstanding LGUs in Nutrition following Burgos include Basista, Mabini, Laoac, Binmaley, Mangaldan, Agno, Natividad, Villasis, Bolinao, San Fabian and San Jacinto.

Most Outstanding LGU in Maternal Health Program Implementation went to Binalonan and Villasis was named Most Outstanding LGU in Environmental Sanitation Program Implementation.

Best Disease Surveillance Implementer was notched by the Western Pangasinan District Hospital, Most Outstanding LGU in Public Health Program Implementation, on the other hand, was grabbed by the municipality of Basista.

Named as Local Government Unit Performer along with Burgos are as follows: Alaminos City, Dasol, Infanta, Sta. Barbara, San Quintin San Nicolas, and Bautista.

Best Performing Inter Local Health Zone in Public Health Program Implementation was bagged by the Western Pangasinan District Hospital (1st place), and Bayambang District Hospital (2nd place).

Bayambang District Hospital ILHZ was also tagged as the Most Improved ILHZ this year.

In the same occasion, Espino inducted the new set of 2012 Association of Medical Officers of the Phils. (Pangasinan Chapter) led by its President, Dr. Jesus Arturo P. De Vera who serves as the Municipal Health Officer of Calasiao town.

The awarding and induction rite was participated in by various chiefs of hospital, rural health unit heads, LGU heads and was graced by Vice Governor Jose Ferdinand Z. Calimlim, Jr. Board Member Jeremy Agerico Rosario, and Dr. George Calugay, representative of Center for Health Development, some LGU officials. (PIO/Ruby R. Bernardino)
