A LETTER FROM THE SENATE

By SEN. ALAN S. CAYETANO

Dear brothers and sisters in Pangasinan –

As the country continues to cope with the destruction wrought by Typhoon Pablo, I strongly urge our local government leaders in Pangasinan to continue to invest more resources in their disaster preparedness. This is essential in order to minimize your losses and preserve your gains which otherwise would be totally lost in calamities owing to minimal preparedness.

The frequency and strength of typhoons hitting many provinces and towns is getting higher and stronger resulting in millions in damages to agriculture, infrastructure and properties, not to mention precious lives of family members.

The United Nations’ already gave the baseline: ‘Each dollar invested in disaster preparedness saves $7 in recovery’. It will be more beneficial for us to spend now than to pay the price for not doing so earlier.

In addition, the country was already ranked 5th among over 100 countries most troubled by 2011’s extreme weather events joining the ranks of Thailand, Cambodia, Pakistan and El Salvador.

The unprecedented damages and loss in lives suffered by families in Davao Oriental are very telling and should be enough to teach us that there will always be a first time for a community to be hit by a killer typhoon or storm.

This is an indication that there is no such thing as over-preparation by communities. I urge you all to continuously upgrade and improve your level of disaster preparedness regularly.

Let us remember that the country that is in the path of almost 20 typhoons yearly, so no time and resources must be wasted to improve your capabilities.

I pray that the Good Lord will always protect and keep Pangasinan safe from deadly calamities.

Sincerely,

Alan
