Ex Gov. Tito Primcias, 81

FORMER Gov. Cipriano “Tito” B. Primicias, Jr. succumbed to cardiac arrest Monday evening at the Villaflor Hospital after he complained of body weakness.

Born on April 17, 1931, he was well loved for his hands-on leadership style.

He served as 3rd District Representative from l957 to 1967; provincial governor, 1967 – 1971; and Deputy Minister, Ministry of Interior and Local Government, 1981–1986.

During his term as governor, he established a Provincial Engineering Office for the implementation of an efficient and effective infrastructure program.

Within 2 years of his term, all provincial roads became passable and many of the bridges constructed during his term are still in use today.

He leaves a legacy of not enriching himself in office. Under his watch, the provincial treasurer was charged and convicted for malversation of funds, which became a landmark case.

He was awarded Outstanding Provincial Governor by the Ministry of Local Government and the Pangasinan Press Club.

The development of the 100 Islands as a tourist destination was one of his top priority programs and he established the Pista’y Dayat as an official provincial festival.

He also saw the potential of automation at a time when computers were still new and Pangasinan became the first province to automate tax collection.

He was married to Corazon Velasco with whom he had seven children: Ma. Elena Fe “Bing” van Tooren, Ma. Rosario Selene “Cherry” de Gregorio, Cipriano Medardo III, Ma. Victoria Angelique Gerner, Peter Benedict Raymond, Roberto Maximo Gerard, Ma. Teresa Salome Campbell.

He was recently married to Norma Trinidad and they have no children.
