Prov’l board rushes resolution of admin cases

LINGAYEN—Marathon hearings started last week at the Sangguniang Panlalawigan (SP) to resolve seven pending administrative cases involving incumbent officials who are again running for office in the May 2013 election.

The cases, filed before the Committee on Good Government and Accountability of Public Officers, need to be decided upon at the latest 90 days before the elections.

Sixth District Board Member Alfonso Bince Jr., chair of the committee, asked his colleagues last Monday to attend the hearings in order to fast track and finish the discussions before the Christmas break.

Among the first cases discussed was the verified complaint filed by Loida Cancino, former municipal treasurer of Urbiztondo, against Mayor Ernesto Balolong Jr. on a bank loan disbursed by the mayor to finance some projects.

Another involves the vice mayor of Binmaley and seven municipal councilors who filed counter complaints and charges against each other for grave misconduct in office over the conduct of two sessions in one day involving a P55-million bank loan for the municipal government.

The vice mayor of Mangatarem and four councilors are also facing an administrative case filed by 98 citizens.

Bince said they also have to finish three appeal cases from Lingayen, Sta. Barbara, Alcala and Sta. Maria towns.

“On February 14, everything must have been finished already and decisions must be out,” Bince said.—Eva Visperas
