Fake LTO employee arrested
A MAN posing as an employee of the Land Transportation Office (LTO) district office in Dagupan is now in the custody of the National Bureau of Investigation (NBI) after he was caught by the Mangaldan police recruiting members for the agency’s Flying Squad.
The suspect was identified as John Feliciano, 45, a resident of Barangay Galarin, Urbiztondo.
Roberto Gonzales, special investigator of the NBI, said Feliciano, while using an alias, introduced himself to at least four known victims whom he recruited supposedly for the squad, the roving apprehending unit.
Feliciano asked each recruit to pay him P5, 000 as recruitment fee.
His modus operandi involved a promise to return with the membership form after receiving the initial fee and would return for another payment ostensibly for another phase of the registration process.
When he returned last November 19 and asked one of his recruits for additional fee, the latter finally suspecting a scam, reported Feliciano to the Mangaldan police.
The police promptly conducted an operation and nabbed the suspect and was turned over to the NBI.
A case of violation of section 177 of the revised penal code or the usurpation of official function is filed against the suspect.
Meanwhile, Serafin Cacho, officer-in-charge of the LTO district office here advised the public to be on guard against illegal recruiters and fixers.
He said no recruitment outside the LTO is being done and applications for employment in the flying squad are processed only even as he stressed that no fees are collected. — Hilda M. Austria
