Ombudsman dockets 2nd case vs. Lim
THE second complaint for violation of the Anti-Graft and Corrupt Practices Act filed against Dagupan Mayor Benjamin Lim, with City Administrator Vladimir Mata as his co-respondent, before the Office of the Ombudsman is now on course after the anti-graft body docketed it as case OMB-L-C-0495 AT OMB-L-A-0435.
The complaint was filed on August 31 by Leo Angeles, the same person who earlier filed an anti-graft case against Lim and Jose Mariano Cuna over the alleged anomalous purchase of a 16-hectare lot in Barangay Awai, San Jacinto for P16 million, purportedly to be used as site of a sanitary landfill by the city of Dagupan.
The second complaint is in relation with the alleged misuse of calamity fund in October 2010 when city hall released P8.4 million from the calamity fund without any declaration of a state of calamity from the Sangguniang Panlungsod.
The amount was declared to have been used for the purchase of relief goods for flood victims in the city but according to the complaint of Angeles, the disbursement was irregular due to the non-compliance with legal requirements or the non-observance of requirements in the disbursements of funds.
