THE National Bureau of Investigation (NBI) has recommended the prosecution for murder of an incumbent official in Malasiqui town in connection with the slaying of a barangay chairman at the town plaza in the morning of December 15, 2003.

In a letter dated October 19, 2012 to the Provincial Prosecutor in San Carlos City, Pedro Roque Jr., NBI agent-in-charge at the Dagupan District Office, recommended that Alfie Soriano of Malasiqui town be charged with and prosecuted for the crime of murder based on the open court testimony at the sala of Regional Trial Court Judge Edilberto Claravall of Branch 60 of one Rogelio Viray, alias “Banong”.

Soriano is currently a councilor of Malasiqui, in his capacity as president of the Liga ng mga Barangay.

Viray testified among others that he met Alfie Soriano on Dec. 10, 2003 in Malasiqui with one Willie Mendoza, alias Samal, and their other co-accused.

Viray claimed that in that meeting, Soriano handed Mendoza an envelope envelope contained P50,000 and said to the group, “ito para may panggagastos kayo”.

Mendoza also passed on to his group the photograph of the victim, Leonides Ancheta Bulatao, who was then president of the Liga ng Barangay.

Viray said Bulatao was “pinapatrabaho” by Soriano, a Filipino expression implying murder.

The trial of the case before Judge Claravall resulted in a decision on October 6, 2011 finding Mendoza, Menardo Ferrer, Dexter Gramata Ocumen and Roderick Pangal de Guzman guilty for the crime of murder and sentencing them to suffer the penalty of life imprisonment.

Their co-accused Christian Sapiera, alias Asian, and Bernardo Palisoc, alias “Nognog”, remain at large.

Soriano was not impleaded as one of the accused in the filing of the case.

The victim’s brother, Zenaides Bulatao-Lazaro, filed a complaint before the NBI for further investigation.

Viray was discharged when turned state witness against his co-accused.
