SP to probe 4Ps irregularities
LINGAYEN–The Sangguniang Panlalwigan will look into on alleged irregularities in the selection of beneficiaries in the province for the national government’s 4Ps poverty-alleviation program. Pantawid Pampamilya Pilipino Program (4Ps) also known as the Conditional Cash Transfer Program.
The council approved last week a motion of Second District Board Member Von Mark Mendoza asking the SP Committee on Children, Women, Senior Citizens, Family Affairs and Social Welfare to conduct an inquiry in aid of legislation on how 4Ps beneficiaries in Pangasinan were chosen.
Mendoza said he filed the motion because of a report he received that the wives of kagawads in one barangay in his district are among the beneficiaries of 4Ps, which is supposed to be a poverty alleviation program targeted for the poorest of the poor in the communities.
Mendoza added that he has received reports that even families with children working overseas were included.
The program that gives cash to the beneficiaries in exchange for compliance with conditions requiring maternal health check-ups and regular school attendance by the children.
MONEY LENDERS
Board Member Raul Sison said he has also received information that some beneficiaries of the 4Ps have began mortgaging their cards to money lenders who accompany the beneficiary to the Land Bank whenever the cash transfer fund is ready for withdrawal.
Provincial Social Welfare Officer Emil Samson, responding to an inquiry from Mendoza, said his office had no hand in the identification and selection of 4Ps beneficiaries.
The SP has invited officials of the Department of Social Welfare and Development regional office in its next session to apprise the body on how the beneficiaries were chosen and clarify why unqualified families were listed as recipients of the cash transfer funds.
