Espino helps farmers to recover losses
LINGAYEN—The Quick Response Project of the province ushered in new hopes to farmers affected by the recent typhoons that occurred in August 2012.
At the program launching held September 3 at the Pangasinan Training and Development Center here, Gov. Amado T. Espino, Jr. said the project is intended to help Pangasinan palay farmers whose crops were totally damaged during the onslaught of heavy rains brought about by the typhoons and the monsoon rains last month.
The governor said, “Labay mi ya tulungan ya amin so aray dumaralos ya apirdian ed say probinsiya tayo.”
Dalisay Moya, officer-in-charge of the Office of the Provincial Agriculturist, said the project aims to provide loans to farmers on a per hectare basis in the form of farm inputs assistance through a counter parting scheme.
Moya said the provincial government will provide all the farm input requirements of the project amounting to P15, 000 while the beneficiary will provide the labor as their counterpart.
Half of the total amount is a grant from the province while the other half will be paid by the beneficiaries upon harvest with an interest rate of 1.5% per month.
The scheme will enable the province to help all other affected farmers in Pangasinan aside from providing the farmer beneficiaries a very minimal worth of interest rate for the loan assistance.
As a start, more than500 farmers from Bugallon town became the first recipients of the project.
Aquilino Mejia, a farmer from Barangay Umanday, Bugallon said, “maliket kami ya tulungan na probinsiyairay dumaralos ta say problema mi ya balbaleg et amay seeds.”
The 76-year old farmer said the project will be a big help to farmers who were affected by the typhoons and monsoon rains which hit the province last August as this will give them the opportunity to produce their palay again.
Vice-Governor Jose Ferdinand Calimlim who welcomed the farmers and their barangay captains who belonged to the affected farming communities in Bugallon said, “charity begins at home dahil sa sariling bayan muna maguumpisa ang tulong at biyaya.” (PIO/AngelineD. Villanueva)
