Pangasinan is 4th Best Performing Province

LINGAYEN—More than just being listed as one of the best performing provincial government as announced last week, Pangasinan is now the fourth top performing province in the country.

Improve its performance as a well-managed local government unit (LGU), Pangasinan climbed from its fifth position to number four in 2011 among the top performing provinces in the country.

Based on a report of the Department of the Interior and Local Government (DILG) Central News, Pangasinan bagged perfect scores of 5 in both development planning and human resource management and development.

However, no Pangasinan city or municipality rated well in their respective categories, namely “highly urbanized cities”, “component cities” and municipalities.

LGU performances are evaluated by the DILG using the Local Governance Performance Management System (LGPMS) in four aspects, namely: administrative governance, social governance, economic governance, and environmental governance.

The evaluation also covers how the fundamentals of good governance such as participation, transparency, and financial accountability are valued at the LGU level.

Governor Amado Espino Jr. vowed that the provincial government will continuously strive for excellence to attain its mission to be number one, guided by the vision to make Pangasinan “the best place to live, work, invest and raise a family.”

For 2011, the other top performing provincial, city and municipal governments with their corresponding LGPMS rankings are: Provinces- Bohol (4.91); La Union (4.89); Cavite (4.88); Pangasinan (4.87); South Cotabato (4.864); Mountain Province (4.855); Albay (4.839); Bulacan (4.836); Rizal (4.832); and Ilocos Norte (4.828).

The LGPMS topnotchers are automatically nominated in the Gawad Pamana ng Lahi, which is conferred to LGUs that advance the tenets of good governance.
