KEY TO THE CITY—Milpitas City Mayor Jose Esteves presents a Key to the city to Dagupan Councilor Maybelyn dela Cruz- Fernandez during her U.S. trip last May 2012 to study the Milpitas Standardized Emergency Management System (SEMS) as authorized by the Department of Interior and Local Government. Fernandez recently authored Draft City Ordinance No. O-147, “An Ordinance Ensuring Public Safety During Man-Made and Natural Calamities”.
