ECC finally for golf course seen
LINGAYEN—Pangasinan officials led by Provincial Administrator Rafael Baraan expressed confidence that the Environmental Compliance Certificate (ECC) for the proposed 18-hole golf course to be built on the 280-hectare area reserved as eco-tourism zone in western Lingayen will be issued soon.
This was after the final public consultation on the Lingayen Golf Course Project, the second since March, was conducted by the provincial government, attended by officials of the Environmental Management Bureau (EMB) of the Department of Environment and Natural Resources.
Residents of affected barangays, Sabangan, Estanza, Malimpuec and Capandanan, led by their respective barangay chairmen, Barangay chairmen Hector Fabiana of Sabangan, Mario Navarroof Estanza, Delfin Velasco of Malimpuecand Dionisio Flores Jr. of Capandanan were also present during the consultation highlighted by the presentation of a summary of the project and the results of the Environmental Impact Assessment (EIA) study .
The presentation was made by Gregorio Palis, president of Ajanta Consulting &Technical Services, Inc., commissioned by the provincial government to undertake the study for the review of a group commissioned by the DENR.
Palis told residents that the impact management plan is generally in proper perspective and no worst-case scenario is foreseen in the pre-construction, construction and operation phases.
“Ang lupa ay maayos po, at ang tubig , pagkatapos magkaroonng analysis, at nasa tamang-tamang parameters”, he said.
The components of the project include greens, tee mounds, fairways and rough areas, irrigation system facility drainage, driving range, lagoon, deep well, car park, road network, club house, caddy house and others.
FIRST LINE OF DEFENSE
Baraan, for his part, said the golf course will be the first line of defense of the four barangays from typhoons and storm surges coming from the Lingayen Gulf.
Baraan said the consultation was for the provincial government to explain to residents the implication and other issues in order to assure the public that the proposed golf course project will not adversely affect them, but rather provide benefits.
He cited some 200 workers mostly from the four villages will be employed for the construction and at least 50 people will be hired when finally operational.
The consultation was part of the process to secure an ECC prior to its issuance.
