City sets guidelines for cancellation of classes
RULE of thumb: If there is apparent risk, just let the children stay at home.
This was one advice to parents contained in the guidelines issued last Wednesday by the City Disaster Risk Reduction and Management Council (CDRRMC) in flood-prone Dagupan.
The CDRRMC said parents have the prerogative to tell their children not to go to school if they deem the travel will put them at risk, even if there is no official cancellation of classes and work during typhoons and other natural calamities.
The other guidelines include: Classes shall be cancelled automatically in all public and private preschool and kindergarten in case of storm signal number 1; elementary and high school, signal number 2; and college and work in all Department of Education offices, signal number 3.
Cancellations shall apply to the appropriate levels based on announcements made between 11:00 p.m. and 4:30 a. m.
Parents are advised to monitor announcements from the Philippine Astronomical Geophysical and Atmospheric Services Administration (PAGASA), National Disaster Risk Reduction Management Council or the Office of the President.
In the absence of a storm signal issued by PAGASA, the CDRRMC, through the city mayor, may issue a localized suspension of classes or work if it deems appropriate. Announcement for such suspensions must be made not later than 4:30 a.m. for a whole day suspension or not later than 11:00 a.m. for afternoon suspension.
Local school heads may also issue suspension in their areas provided that they coordinate their condition with the mayor or the CDRRMC.
School division offices, meanwhile, shall activate their Division Disaster Risk Reduction Offices to monitor the situation and keep their communication lines open.
School personnel designated as officers and members of the DRRMCs in schools designated, as evacuation centers shall be requested to render services when classes are suspended.
For other forms of calamities, the CDRRMC is responsible for the cancellation of classes and work in government offices and must coordinate this with the national DRRMC. (ANL/ARRF-PIA 1 Pangasinan)
