ALAMINOS CITY– This city’s comprehensive literacy program, putting its literacy rate at 94.36 percent of the population, has been listed among the finalists for the Best Local Government Unit (LGU) Implementer of the National Literacy Program in the component city category.

“I believe that education is a right, not a privilege,” said Mayor Hernani Braganza as he expressed elation that his city government’s efforts have been recognized at the national level.

Among Alaminos’ literacy programs are the Bright Child, Batang Plaza, E-Van, E–Kawayan, Scholarship Program, Literacy Mapping and Project ADAM (Anti-Drug Abuse Movement).

Members of the board of judges and representatives of the Literacy Coordinating Council, which spearheads the contest of the Department of Education, visited the city last week for an evaluation of the program.

Dr. Emelyn Libunao, director of the program management division of the Philippine Information Agency and board chairperson said the board is looking into the LGU initiatives that offer alternative modes of literacy programs to the marginalized sector as well as the over-all impact of the education programs to various sectors.

The other contenders for the component city category are Balanga in Bataan, Malaybalay in Bukidnon, Tabako in Albay and Tuguegarao.

Awarding is set on September in Baguio City.

Other members of the national evaluating team are: Dr. Milagros Ibe, professor emeritus of the University of the Philippines and Dr. Ethel Agnes Valenzuela, head of the Research Studio Unit of SEAMEO-INNOTECH. They were assisted by Dr. Norma Salcedo, head of the Literacy Coordinating Council Secretariat and LCC Staff Teresita Manlolo.

Alaminos’ literacy project is now being considered to become part of a research program compendium which will be published in Southeast Asia. (PIA-Pangasinan/VHS)
