Coast Guard to build detachment in San Fabian

SAN FABIAN—The Philippine Coast Guard (PCG) will soon have its own detachment station at Barangay Nibaliw Narvarte here after the barangay chairman and a local private property owner settled their differences and signed a memorandum of agreement (MOA) last Friday.

Nibaliw Narvarte Chairman Recto Orjeda and Rafael de Vera, owner of the 200-square meter property on which the coast guards will be based, came to terms after a dialogue presided by Municipal Administrator Benjamin Esquig. It was witnessed by Chief Inspector Domingo Soriano, chief of Police of San Fabian, Vice Mayor Leopoldo Manalo and Municipal Agriculture Officer Juan Juguillon.

The signatory for PCG was Lt. Commander Dennis Rapal, PCG commander in Pangasinan, who hailed the lot donation as a boost to the agency ‘s enforcement of maritime laws particularly against illegal fishing in the Lingayen Gulf.

Soriano said the town needs the PCG detachment, to put an end to the rampant dynamite fishing in the area.

“I hope this would be the start of their something good for them and the people of Nibaliw Narvarte,” Soriano said after Orjeda and De Vera shook hands during the MOA signing.

BLAST FISHING

Manalo said the Sangguniang Bayan requested the establishment of the PCG detachment as blast fishing, has become more rampant in the waters near San Fabian.

Meanwhile, Rapal said the PCG is determined to stop blast fishing in the Lingayen Gulf and having a proper detachment will help in their operations.

The PCG has been renting a house near the beach as its command post.

Orjeda earlier opposed the donation of the property to the PCG, asserting that the 200-square meter lot is within a 15-hectare accretion area being contested by informal settlers of Barangay Nibaliw Narvarte and the De Vera family.

He however ultimately withdrew his objection when he was told that based on a survey conducted by the Land Management Bureau of the Department of Environment and Natural Resources, the land being donated to the PCG is within De Vera’s property.
