Mata clarifies late mid-year bonus release

CITY Administrator Vladimir Mata has clarified that the delay of the release of the midyear bonus and cash gift of the city government employees was not due to the inaction of Mayor Benjamin Lim who went on leave for a personal trip to Switzerland.

Even as Mata explained that the incentive’s release came late due to delay in the preparation of documents, the city hall said Mata expressed surprised when he learned that release of the bonuses and cash gifts for the city employees on May 8 afternoon was already ordered.

He later found out that the order was issued by Acting Mayor Belen Fernandez on May 7.

The Department of Budget had ordered the release of the bonuses on May 1.

The city hall release said Mata was initially puzzled why the papers had gone to the City Treasurer’s Office (CTO) and the Accounting office without an authority from his office, not realizing that Fernandez already issued the order for the release of the fund.

While Mata protested the acting mayor’s ’s order without his knowledge, he acknowledged that the acting mayor had the right to direct the issuance.

Fernandez reportedly ordered the immediate release upon learning that the papers for the bonus and cash gifts of the employees were not even ready when she took over as acting mayor on May 7.

The standard office procedure regarding the release of the payroll for employees’ benefits is that it should be approved first by the mayor. (with report from CIO)
