Prov’l gov’t mulls 10-year solid waste management plan

LINGAYEN–The provincial government led by Governor Amado T. Espino, Jr. expressed optimism that Pangasinan will adopt a uniform 10- year development plan for solid waste management as it gears towards the upgrading of all local government unit (LGU) plans throughout the province, including the grassroots level.

During the LGU training workshop on the preparation of municipal solid waste management plan held February 28 at the Provincial Training and Development Center here, Sangguniang Panlalawigan Member Von Mark Mendoza said the activity was aimed at upgrading the existing plans of each LGU and to incorporate inputs and concerns about the Provincial Environment Code which will soon be approved by the board.

Mendoza, who chairs the environment and natural resources committee, said each municipality was expected to present its best practices on waste management so that others might follow their examples.

Waste management, according to Mendoza, is a general concern which can be properly addressed if politics is set aside and replaced with determination and strong will.

“We are after its sustainability thus unity of the leaders and the people are of utmost importance to make the program work,” he said.

Board Member Amadeo T. Espino, Liga ng mga Barangay president, on the other hand, said the barangay plays a vital role for a local solid waste management program to succeed.

Waste segregation, he said, must start at the grassroots along with proper collection and composting.

The one-day workshop, participated in by local government officers, municipal administrators, environment officers, barangay council officials and non-government organization representatives, was highlighted by the presentation of guidelines in the formulation of municipal solid waste management plan (MSWMP), the discussion of R.A. 9003 or the “Ecological Solid Waste Management Act“, and the status of implementation in Pangasinan.  (PIO)
