STRIKE 3!

The National Solid Waste Management Commission (NSWMC) has issued strike-three notices to Dagupan City and 26 municipalities in Pangasinan for continuously failing to implement a proper waste disposal system in their respective dumpsites.

The municipalities are: Aguilar, Alcala, Anda, Balungao, Bugallon, Burgos, Calasiao, Labrador, Laoac, Lingayen, Malasiqui, Manaoag, Mangaldan, Mapandan, Pozorrubio, San Fabian, San Jacinto, San Manuel, San Nicolas, San Quintin, Sta. Barbara, Tayug, Umingan, Urbiztondo, Villasis, and Urbiztondo.

Provincial Environment and Natural Resources Officer Leduina Co said the list is based on the NSWMC’s evaluation as of December 31, 2011.

Co, speaking on Thursday during the KBP forum, said the 27 LGUs are now called “recidivists” after ignoring the first two notices of violations from the commission.

The NSWMC is an agency under the Department of Environment and Natural Resources (DENR) that evaluates reports submitted by the Environmental Management Bureau (EMB), which monitors compliance to Republic Act No. 9003 or the Solid Waste Management and Ecological Act.

Of the 27 LGUs, 12 were found to be still using the outmoded open dumpsite as mode of garbage disposal.

The 12 are Dagupan City, Aguilar, Alcala, Bugallon, Lingayen, Mapandan, San Fabian, San Jacinto, San Quintin, Sta. Barbara, Tayug, Urbiztondo.

Officials of some of the 12 already received summons from the Ombudsman, but Co declined to name which ones.

She did say that Dagupan is being given consideration for its inability to build its own sanitary landfill for lack of an adequate land area and its position of one meter below sea level.

Co noted that LGUs that already converted their open dump sites into controlled dump sites were still issued with the third strike notice by NSWMC due to non-compliance to other requirements such as segregation, adoption of recycling and re-use, and the provision of Material Recovery Facilities (MRFs), among others.

Other requirements include the prohibition of dumping of mixed wastes, provision of shredding machines and composting.

Co cited that to date only Urdaneta City, Bayambang and Bolinao have so far built their respective sanitary landfills.

The other 18 remaining LGUs in Pangasinan that have adopted controlled dump sites were spared from getting strike notices for taking their initiatives to improve their garbage disposal system.
