Department heads ready to defend 2012 budget

CITY administrator Vladimir Mata said the city hall is expecting the Sangguniang Panlungsod to invite city hall’s department heads, including himself, this week discuss the proposed 2012 budget.

“The city government’s department heads are ready to defend their respective budget proposals,” Mata said in a statement issued Friday.

Mayor Benjamin Lim submitted a P581 million proposal and Mata said the corresponding documents required by the Department of Budget and Management (DBM) had already been submitted to the council on October 5, 2011, three months before the deadline of December 31 as mandated by the Local Government Code under Republic Act No. 7160.

Included in the proposal is the Annual Investment Plan (AIP) prepared in collaboration with the Local Development Council (LDC).

The city government is currently operating on a re-enacted budget of 2011.

Mata said the implementation of the city government’s development programs “will again be stalled this year as the re-enacted budget covers only much of the personnel services and other recurring obligations of the city government.”

The expected salary adjustment of city hall employees as appended in the third tranche of the Salary Standardization Law will also not be realized if the 2011 budget is re-enacted.

However, Mata assured that “emergency workers will be retained for the next six months, but because of the re-enacted budget, the release of their salaries might be delayed.”

Mata appealed to the council for “speedy action” on the budget. (CIO)
