Where is Emong?

IF ABS-CBN will consider producing a sequel to its primetime telenovela  “Nasaan ka Elisa”, Dagupeños would likely want it titled as “Nasaan ka Emong?

Emong is Dagupan City Councilor Guillermo Vallejos, chairman of the Liga ng Barangay Federation in Dagupan. He’s been missing in official functions and meetings of the Sanggunian Panglunsod (SP) since he was appointed “hermano mayor” of the Dagupan City Fiesta.

Vice Mayor Belen Fernandez, chair of the Sangguniang Panlungsod (SP), confirmed that since Vallejos was appointed chair of the 2011 fiesta executive committee, he has ceased attending regular sessions of the legislative body.

Fernandez already directed Assistant SP Secretary Rizalino Uson to write Vallejos the second time around to ask him to re-schedule his meetings in the fiesta executive committee so that he can attend sessions of the SP and clarify issues about the fiesta activities. No reply came.

The first time Uson wrote Vallejos was when Fernandez noted that roads were closed to accommodate the Baratillo and the Tindaay Labi as special events of the fiesta without a resolution from the SP suspending the effectivity of the traffic ordinance as required by law. He never replied.

To date, Emong has not surfaced in any media forum as well to clarify the issue in his capacity as hermano mayor to either confirm or deny that the Baratillo and Tindaay Labi are events of the Fiesta Executive or a private business activity authorized by the mayor’s office or by him.

It is estimated that the revenues from the twin activities will reach P7.5 million and PUNCH sources claim that not a single centavo has been remitted to the city treasury or to the fiesta executive committee.

Stallholders in both events confirmed that they were only issued unregistered and generic receipts available in any office supply store by one “George Yambao” in the mayor’s office for their stall fees that range from P40,000 to P50,000 per stall.

It was learned that Emong was not also present during the presentation of candidates for Miss Dagupan as protocol dictates, fueling speculations about his missing presence.

Sources close to him say they suspect that while Emong remains the hermano mayor, he has become resentful of the city hall for being by-passed when deciding on special events. “Ginagawa siyang dummy” said one source.

Still some city hall sources who requested anonymity believe Emong doesn’t want to be made to account by his colleagues in the city council for the irregularities being noted in the staging and management of the Baratillo and Tindaay labi.

“Umuwi ka na Emong!” is the new call.
