ILLEGAL COLLECTION BY CITY HALL?-–Shown above are two “official receipts” issued to stallholders who paid the rental fees for stalls in Baratillo, a regular special event of the Dagupan City Fiesta, by still unidentified sponsors or organizers of the events. The receipts do not bear the official seal of the city or names of sponsors and simply received by one “George Yambao” sent allegedly by the mayor’s office to collect.
