DIFFERENT STROKES—The three copies of waivers claimed to be fake by city hall show three different signatures for different periods, from 2004, 2007 and 2010, all in the name of  “Benjamin S. Lim”.  One is recognizable as the signature of Mayor Lim while the other two appear to be those of his appointed past and present city administrators Rafael Baraan and Vladimir Mata, respectively.
