MOA on rice loan for relief operations extended

LINGAYEN—The Sangguniang Panlalawigan (SP) has approved Provincial resolution No. 868-2011 ratifying the memorandum of agreement (MOA) entered into by Gov. Amado Espino, Jr. and the National Food Authority (NFA) on the rice loan program of the province for relief operations.

The resolution, in effect, extends the MOA that was signed last year and lapsed on August 26, 2011.

Board Member Raul Sison of the 2nd District, author of the resolution, said the approval of the extension will ensure that the distribution of rice to families affected by calamities will not be affected.

Further, the province will be able to stock sacks of rice that would be readily available during emergency situations.

Under the MOA, the rice loan is payable to NFA using 5% of the province’s calamity fund in the annual budget.

The NFA first offered the rice loan program to the local government units in 2007 to help ensure quick relief operations to calamity-stricken areas. (PIO)
