FLOOD is still rising in Dagupan as of Friday notwithstanding an assurance from authorities that the water being released from the San Roque Multi-Purpose Dam Project (SRMDP) will not be felt in the city.

Tommy Valdez, vice president for corporate social responsibilities of the San Roque Power Corporation (SRMP), the company that operates the dam, explained that the river system flowing into Dagupan is not connected to the Agno River.

There is no way, he said, that the water released from SRMDP could get into Dagupan City.

What drains into Dagupan, he said, is the Toboy-Tagamusing-San Jose-Sinocalan-Pantal River System, whose fountain head is at Mt. Ampocao in Tuba, Benguet.

Due to the storm surge and high tide, the downtown area of Dagupan City and low-lying areas suffered flooding up to one foot Tuesday morning.

                  AFFECTED BARANGAYS

The City Disaster Risk Reduction Management Council reported that 10 barangays of the city, especially in the southern part, close to the border of Calasiao, are still submerged in floodwater as of Friday.

The barangays are Mangin, Salisay, Malued, Pogo Grande, Pogo Chico, Lasip Gande, Lasip Chico, Mayombo, Bacayao Sur and Lucao.

But all major roads are reportedly passable.

The rise of floodwaters in these villages spawned renewed evacuation of affected residents, composed of 33 families in Lasip Grande and 13 families in Barangay Pogo Chico, all comprising some 140 persons.

Flood in Dagupan is usually compounded by the rise of tidal water.

At the height of the flood spawned by typhoon “Pedring”, some 1,400 persons were evacuated to the Dagupan City People’s Astrodome, North Central Elementary School, Sabangan Elementary School and Tondaligan Park administration building, all in Bonuan Gueset; Don Pedro Central Elementary School in Bonuan Binloc, and the Bacayao Elementary School.

Most of them had already returned home on Thursday.
