NO STATE OF CALAMITY?—Residents take the risk of wading or paying for a tri-bike ride to get through knee-deep flood in Barangay Bacayao Sur, one of the 15 barangays in Dagupan that suffered flooding as an aftermath of Typhoon “Mina”.
