CONTROVERSIAL BUILDING–It is not known what the structure is being erected on the site from across the Daongan ed Dagupan and except for the fact that Mayor Benjamin Lim is often seen in the area supervising the construction giving it a semblance of a city government project, there are no official documents to show that it is.  What is also known is that the city council never appropriated any fund for its construction but the city’s dredging machine was used for the backfill.
